Highlights & Introduction

This is a stone monument built at the site of the 1891 “Otsu Incident,” when the then Russian crown prince, Nicolai, was attacked by Tsuda Sanzo, an escorting policeman, during his visit to Otsu.
Additionally, the Otsu Incident is famous as an important event in modern history, establishing judicial independence from administrative interference and spreading awareness of the separation of powers. The gate for the former Otsu District Court where the trial was held is at Omi Shrine (Omi Jingu).
