The Lake Biwa Canal was built in the late 19th century. Above the canal’s first tunnel is a stone plaque. The text, written by Ito Hirobumi, the first Prime Minister of Japan, means, “Various changes in the scenery are wonderful.” The site is a well-known spot in Otsu for viewing cherry blossoms, and is popular for the nighttime lights illuminating the trees.
